eBay Returns, Disputes and Negative Feedback
How eBay returns, item not received cases, chargebacks and feedback work for sellers, and the protections and evidence eBay's own policies describe.
By OOSClub · Last reviewed
Researched from public informationEvery eBay seller deals with returns, the occasional item not received case and, sooner or later, negative feedback. This guide explains how each one works under eBay's own policies, what protections eBay says sellers get, and the evidence that helps when a case goes against you.
Policy details come from eBay's US help pages as of October 11, 2026; the experience notes are our own. eBay updates its policies, so check the linked pages.
Your return policy options#
eBay's return policy settings give you five options: no returns, 30-day returns paid by the buyer, 30-day free returns, 60-day returns paid by the buyer, or 60-day free returns. A few categories, including Collectibles & Art, also allow 14-day returns.
You can automate some of this. Return preferences can approve returns, or refund without asking for the item back, when the refund is below a threshold you set, for the return reasons you choose.
Changed mind vs not as described#
The eBay Money Back Guarantee sits on top of your return policy, and the difference that matters most is why the buyer wants to return.
A no-returns policy doesn't protect you from a not-as-described claim. Accurate titles, condition and photos are your real protection. Our guide to pricing eBay listings covers matching eBay's condition options.
Trading cards, coins and items sold for parts get a shorter window: on no-returns listings, the buyer has three calendar days after delivery to request a return.
Item not received#
A buyer can report an item not received once the estimated delivery date passes, and up to 30 calendar days after it. You have three business days to respond with tracking, an update or a refund. If it isn't resolved, the buyer can ask eBay to step in.
eBay's seller protections say you don't have to refund if you shipped within your handling time, uploaded tracking from an integrated carrier and the carrier shows delivery. Orders over $5,000, and orders sent through Authenticity Guarantee, are excluded from that protection.
On orders of $750 or more, counting shipping and tax, eBay's signature confirmation policy requires signature confirmation for you to be protected on a not-received claim or payment dispute.
Seller protections#
eBay's seller protections page also covers:
- Abusive buyers. If eBay finds a buyer broke its abusive buyer policy, it removes the related negative and neutral feedback and defects. Report the buyer on eBay's Report a buyer page, or with Report buyer inside the return request, and describe what happened.
- Returns that come back used or damaged. If you offer free returns and aren't Below Standard, you can deduct up to 50% of the refund for lost value. You must report the buyer and refund within two business days of getting the item back.
- Buyers who demand things not in the listing. You don't have to accept changed terms, and feedback and cancellation defects tied to those demands are removed when the demands are in eBay messages.
- Small numbers. eBay says there are no service-metric consequences with fewer than 10 not-received or not-as-described requests from unique buyers.
Return abuse: empty boxes and damaged packaging#
From experience. In our reselling business, the most common abuse is the empty-box claim, and buyers who damage the packaging on purpose to get a partial refund on an item they meant to open anyway. It's very common with sealed sports card and TCG product. The claim usually comes in as not as described or damaged in transit.
eBay's abusive buyer policy bans falsely claiming an item wasn't as described, asking for a partial refund without returning the item, using or damaging an item and then returning it, and returning a different item. The Money Back Guarantee says buyers who make fraudulent claims aren't covered. If you suspect abuse, use the policy's Report a buyer button and lay out your evidence.
Authenticity Guarantee as a protection#
For eligible items, Authenticity Guarantee puts an independent check between you and the buyer. eBay's seller page lists sneakers from $100, trading cards and apparel from $200, and handbags, jewelry and coins from $500, with watches from $2,000. Returns of authenticated items go back through the authenticator, which checks condition before the item comes back to you. eBay's feedback policy also removes neutral or negative feedback about an item that shipped on time and passed authentication.
If you sell sneakers outside the program, our guide to legit checks covers how buyers and sellers check pairs.
Evidence that helps#
In a case or dispute, records matter more than your account of events:
- Photos while packing. In our experience, this protects you most: every side of the item, then the item going into the shipping box, the packed box and the label. Pictures of extra padding, such as bubble wrap and paper stuffing, help show you packed with care.
- Tracking from an integrated carrier, uploaded to eBay within your handling time.
- Signature confirmation on orders of $750 or more.
- Messages kept on eBay, so eBay can see what the buyer asked for.
Feedback: what eBay removes and what you can do#
eBay's feedback policy removes feedback that is abusive, used to extort, or manipulated. It also removes neutral and negative feedback about things outside your control, such as an issue you disclosed in the listing, or tracking that shows you met expectations. Ask Seller Help within 90 days of the transaction.
Your other options:
- Reply publicly, once. You can't edit or delete a reply, and eBay recommends replying to negative and neutral feedback.
- Request a revision. You get five feedback revision requests per calendar year, for feedback less than 30 days old. The buyer has 10 days to respond.
- Know the limits. Sellers can only leave positive feedback for buyers, and eBay bans creating, soliciting or using fake or manipulated feedback.
eBay also says negative or neutral feedback doesn't affect your seller performance level. Buyers still see it, though. In our experience negative feedback is hard to get removed, and for a new store selling collectibles or sought-after products, a 100% positive record carries a lot of weight with buyers.
Settling vs reporting feedback threats#
Sometimes a buyer forces your hand: you settle with a refund or partial refund, even when you suspect fraud, to avoid a negative rating. We've done it. It's a trade-off each seller weighs, not a rule.
Know eBay's rules before you decide. eBay's rules for buyers say a buyer can't threaten negative feedback to get something the listing didn't promise, and call that feedback extortion. The feedback policy removes feedback used to extort, and seller protections remove feedback tied to demands made in eBay messages. So keep the conversation in eBay messages, report the buyer, and if the feedback lands anyway, ask Seller Help to remove it.
Seller performance and defects#
eBay rates sellers monthly as Top Rated, Above Standard or Below Standard on transaction defect rate, late shipment rate and cases closed without seller resolution, and compares not-received and not-as-described rates with similar sellers. Falling behind costs money: eBay adds 6% to final value fees for Below Standard sellers, and 5% in categories where your not-as-described rate is Very High.
Chargebacks and payment disputes#
When a buyer goes to their bank or card issuer instead of eBay, eBay calls it a payment dispute. You have five calendar days to accept or challenge it, with up to five image files as evidence. eBay may hold the disputed amount for up to 90 days. If you accept, eBay waives the dispute fee; if the buyer wins and you aren't covered by seller protections, eBay lists a $20 fee.

Return rules differ a lot between platforms. Our guide to where to sell streetwear compares other options, and the marketplaces hub lists selling platforms with their fees and terms.
Frequently asked questions
Do I have to accept returns on eBay if my listing says no returns?
Not for a change of mind. But under the eBay Money Back Guarantee, a buyer can still return an item that doesn't match the listing, or arrived damaged or faulty, even if you offer no returns, and you pay return shipping in that case.
Can a seller leave negative feedback for a buyer on eBay?
No. eBay says sellers can only leave positive feedback for buyers. If a buyer breaks eBay's rules, you can report them through Seller Hub.
How do I get negative feedback removed on eBay?
eBay removes feedback that breaks its feedback policy, for example abusive comments, extortion, or neutral and negative feedback about problems outside your control. Contact eBay's Seller Help within 90 days of the transaction. You can also send a feedback revision request: five per calendar year, for feedback less than 30 days old.
How long do I have to respond to an eBay return or not received case?
Three business days. If you don't resolve it, the buyer can ask eBay to step in from three business days after opening the request.
What happens if a buyer files a chargeback on eBay?
eBay calls it a payment dispute. You have five calendar days to accept or challenge it with evidence, and eBay may hold the disputed amount for up to 90 days. If the buyer wins and you're not covered by seller protections, eBay lists a $20 dispute fee.
